Community Development: Decision-making and Communication Process Study Group

The Study Group has held meetings with a dozen representatives of town government, commissions and community organizations. These meetings have informed us about current issues and challenges in land use; this background will support our program planning, as the League plays its traditional role in educating the public and fostering discourse.
        Among the things we've learned is that the town, through its Conservation Commission, is undertaking an inventory of all its public lands. As explained by John Rice, Chair, the Commission was spun out of the Environmental Commission late last year as an advisory (not regulatory) group with several ‘shall-do’ powers and duties under the enabling state legislation, and several ‘may-do’ powers and duties. ‘Shall-do’ items include keeping an index of all open areas, public and privately owned, for the purpose of obtaining information on the proper and potential use, and conducting research on current and potential utilization of land in New Canaan. Since inception, the Commission has focused on three projects: the inventory and map of open space in New Canaan, delineated according to ownership and degree of preservation/protection; a natural resources inventory, including community resources; and initiatives in the area of recycling. The open space inventory and map are expected to be completed early in 2010. This will allow the Conservation Commission to advise in the protection, management and development of Town lands and the acquisition of open space.
